Why does Texas have a 13 Billion deficit? They are high tax and confiscate/tax 5% of all oil produced?

California's deficit is 19 billion and growing. Texas is not stupid enough to tax the businesses that create jobs until they leave the state. Cali hasn't figured this out yet. All the liberals can think of is "give us dat free money!"
